Am bemused, here's my take on it, him and that other guy are gay, the girl marries will to cover it up from the authorities but she's secretly in love with Will, and the court case happens when they find out will likes good bum lovin', anyone else have any other take on it?

I thought the girl sold out Will because she was in love with him but then realised he loved the guy. She then testifies against him in court in revenge but is sad because she now regrets it, whic is why she wears the veil. Or I could be wrong.

Will is meant to be some sort of revolutionary fighting against a government in what looks like Italy? Obviously the girl was one too, but she sold him out and now wears a silly looking veil in court to hide her identity. Why the heck does it have a shot of the judges eating ice cream at the end of it??

It isn't Italy! They are talking in Spanish. It is probably somewhere in South America.
Have you looked at the thread I mentioned above?

It's filmed in Cuba so I guess it's the Castro regime. I think the ice creams are meant to represent how blase the judicial system is about taking someone's life. But that's just my take on it.
As Linus says, there's a thread with some very interesting takes on what this video means.
